Abidjan, Côte d’Ivoire, 01 April 2020 - The Management Board of the African Legal Support Facility (ALSF) met via videoconference to review the progress and effectiveness of its projects in 2019. The Board considered key issues on sustainability and implementation of projects and events, which will further be discussed on the margins of the 2020 Annual Meetings of the African Development Bank Group in May 2020..

In his opening remarks, the ALSF Director Stephen Karangizi welcomed and thanked the Board members for their commitment and contribution in guiding the institution throughout the year. The ALSF Board reviewed key documents such as the 2019 Draft Annual Report and Financial Statements; and gave direction on how to enhance implementation of the ALSF projects given the increase in demand for the ALSF support on the continent.

The Management Board also recognized and expressed their satisfaction on the successful organization of the just concluded first High-Level Forum for Regional Member Countries of the Facility held on 26-27 February under the theme “ALSF after 10 years: Facilitating Investment and Maximizing Resources for National Development” During this forum, the participants indicated the willingness of their countries to make efforts towards financial contributions to the ALSF. The Board acknowledged this, and the significance of the forum in promoting sustainability and cementing ownership of the ALSF among its member states and institutions. The Board also noted with approval the views of the participants on the key role that ALSF continues to play since its inception, as an intermediary in the discussions to ensure the successful conclusion of agreements for more impactful development outcomes on the continent. .

Finally, Board members encouraged the ALSF management to maintain innovation, strategic, and results oriented focus in its operations, and the pursuit of new opportunities in the rapidly changing investment environment of its Regional Member Countries.

The ALSF’s Management Board is responsible for the efficient and effective conduct of all operations of the Facility, as well as the approval of its Budget and appointment of its Director. The Board comprises of five members of high integrity and competence, acting in their individual capacity, and are appointed by the Governing Council for a three-year, non-renewable term. The current members of the Board include Gaston Kenfack Douajni (Cameroon), Eva Jhala (Zambia), Nimatou Feliho (Benin), Bruce Montador (Canada) and Mahomed Rafique (Mozambique).

Created by the African Development Bank in 2010, the ALSF supports governments in negotiating complex commercial transactions, providing legal and technical assistance in public-private partnership projects across the oil and gas, mining and energy sectors, and covering sovereign debt issues and creditor litigation.
